Your question reinforces the image that most people, including the media, misunderstand choice, and the relationship between those various options in education. Magnet schools are part of choice, also. But are inside public schools. They were designed in 1965 to draw majority students to minority schools in minority neighborhoods to help integrate by academic choice rather than by force through busing.
